A recreation board is hereby created, consisting
of nine members, to be known as the "Baden Borough Recreation Board,"
which shall supervise and maintain recreation places within the Borough.
The members of the Board shall be appointed
by the Council and shall serve for terms of five years, or until their
successors are appointed, except that the members of such Board first
appointed shall be appointed for such terms so that the term of one
member shall expire annually thereafter.
The members of such Board shall serve without
pay.
The Board shall be constituted as provided by
law and shall perform all the duties and may exercise all the powers
conferred upon it.

There is hereby created a Library Board known as the "Baden
Memorial Library of the Borough of Baden."
The Library Board shall appoint from its membership a President
and such other officers as it may deem necessary for the orderly procedure
of its business and may adopt bylaws, rules and regulations covering
its procedure not inconsistent with the provisions of this article
or any state law. The Library Board shall, from time to time, make
rules governing the operation and conduct of the library facilities
operated by the Board. The Board shall hold regular meetings at such
times and places as it may designate.
The Library Board shall maintain, operate and supervise the
library operated in the Borough of Baden's Municipal Building
in the same manner as the library heretofore functioned in other locations.
The Library Board may accept any grant, gift, bequest or donation
of services, equipment, real estate or money from any individual or
group, to be used as specified by the donor or by the terms of acceptance.
The Library Board shall have no authority to enter into any contract
or incur any obligation binding upon the Borough of Baden, other than
current obligations or contracts fully executed within the then-current
fiscal year and all within the budget appropriations made by the governing
body of the Borough of Baden.
The Library Board shall have the power to appoint a librarian
who possesses the necessary qualifications and who has demonstrated
by actual work his or her ability to organize and direct a community
library system and such other personnel as may be deemed necessary
and are recommended by the librarian.
The funds appropriated by the governing body of the Borough
of Baden and budgeted to the Library Board shall be disbursed by the
fiscal disbursing officer of the Library Board and within the budget
appropriations made. Funds received by the Library Board from sources
other than budget appropriations shall be deposited by the Library
Board to the credit and for the use of said Board, and disbursed as
the above budget funds are disbursed, except that funds received by
gift, bequest or otherwise shall be disbursed in accordance with the
terms of such gift or bequest or the terms of acceptance thereof.
Such powers as are now or may hereafter be provided by statute
of the Commonwealth of Pennsylvania or by ordinances of the Borough
of Baden relating to the development and operation of library facilities
are hereby vested in the Library Board, to be exercised by it subject
to any and all restrictions contained in such powers and ordinances.
