From and after the passage of this article, it shall be unlawful for any person or persons to paint advertisements or post bills, posters or placards upon or otherwise deface the walls of any building, house or the fence around any vacant lot or lots without the consent of the owner or owners thereof, or for any person to paint advertisements or post bills, placards or posters upon or otherwise deface lamppoles, trees or tree boxes, or to distribute bills, circulars, etc., by throwing them on doorsteps or in yards or on the streets, alleys and highways, or to cause the same to be done by others.

Any person who shall violate any provision of this article shall, upon conviction thereof, be punishable by a fine of not more than $300 and costs of such proceedings or, upon default of payment of such fine and costs, by imprisonment in the county jail for a term of not more than 30 days.
