The provisions of this article apply alike to all officers or employees of the City.
Except as otherwise provided by law or ordinance, the Mayor, with the advice and consent of the Council, shall make appointments to fill all appointive offices. Employees authorized by the City authority shall be hired by the Mayor or by the Mayor's designee.
Where the term of office is not otherwise fixed by state statute, every appointive officer or employee of the City shall hold such office for as long as the Mayor and City Council may designate. If no such designation is made, such office shall be terminable at will. If any appointive officer or employee resigns, he/she shall continue in office until his/her successor has been appointed.
The Mayor shall have power to assign any appointive officer any duty which is not assigned by ordinance to some other officer; and shall determine disputes or questions relating to the respective powers or duties of officers.
All records kept by any officer of the City shall be open to inspection by the Mayor, or any other member of the Council, at all reasonable times, whether or not such records are required to be kept by statute or ordinance.
Every officer and employee of the City shall at least once each day turn over all monies received by him/her in his/her official capacity to the Treasurer, with a statement showing the source from which the same was received.
Every officer of the City shall, before entering upon his/her duties, take and subscribe to the oath prescribed by statute.
Every officer and employee shall, if required by the Council, before entering upon the duties of his/her office, give a bond in such amount as may be determined by the Council and with such sureties as it may approve, conditioned upon the faithful performance of the duties of his/her office or position.
The City Council may fix the salary of all City officers as set forth in § A-24 above. No officer or employee receiving a salary from the City shall be entitled to retain any portion of any fees collected by him/her.

The Mayor and City Council, as well as every member of the Police Department, are hereby declared to be conservators of the peace.
Every officer of the City, upon the termination of his/her office, for any cause whatsoever, shall deliver to his/her successor all books and records which may be the property of the City; and if no successor has been appointed within one week after the termination of office, such property shall be delivered either to the Clerk or to the Treasurer.
