Reference is made to the pertinent provisions
of the Vehicle and Traffic Law of the State of New York, as the same
may be amended from time to time, for the meaning of the following
terms used in this chapter: "public highway," "intersection," "motor
vehicle" and "stop."
The following intersections of public highways
in the Town of Binghamton are designated as stop intersections and
stop signs are authorized to be erected and maintained at the entrances
to such intersections, as follows:

No person shall park a vehicle on either side of any
Town or county highway within the Town of Binghamton between the hours
of 11:00 p.m. and 7:00 a.m. on each day from December 1 to the following
April 1, inclusive.
(2)
No owner or operator of a motor vehicle shall park
the same unattended on any Town street or highway or county highway
within the Town of Binghamton following any snowfall of two inches
or more until said street or highway shall have been plowed by or
at the direction of Highway Department of the Town of Binghamton.
Any two-inch snowfall shall, for the purposes of this section, constitute
a snow emergency.

Overnight parking during any part of the year. No
person shall park a vehicle on either side of the following streets

Failure by the operator of a motor vehicle to
obey any of the signs erected pursuant to the provisions of this chapter
shall be construed as a violation of the pertinent provisions of the
Vehicle and Traffic Law of the State of New York and shall be punishable
as provided therein; except that any person violating any of the provisions
of this chapter which relate to parking shall be punished upon conviction
by a fine of $25 for the first offense and $50 for second and subsequent
offenses.
A.
Any such person charged with the violation of the
parking provisions of this chapter may, rather than appearing in person
before a Justice of the Town of Binghamton, plead guilty to the offense
charged by written power of attorney in such form as hereinafter prescribed
by paying the said fine of $25 for the first offense and $50 for the
second and subsequent offenses. and in writing waive a hearing in
court, plead guilty to the charge and authorize the Town Justice to
accept such plea and fine.

Receipt of the prescribed fine and signed power of
attorney by the Town Justice shall be deemed complete satisfaction
of the violation.
(2)
In the event a person charged with such parking violation
does not answer within three days, the Town Justice shall cause a
complaint to be entered against him' forthwith and a warrant to be
issued for his arrest and appearance before the court.
B.
The written power of attorney hereinabove referred
to, to be used by a person to answer the charge of the violation of
any of the provisions of this chapter which relate to parking within
the limitations of this chapter and within the specified time of three
days, shall conform with the following:

The undersigned hereby acknowledges receipt
of notification of the charge of the offense hereinabove referred
to and herewith confers upon the Town Justice of the Town of Binghamton
full power and authority to enter my plea of guilty to said charge
and authorizes him to accept my plea thereto, and to accept my prescribed
fine of $............. ($25 / $50) enclosed herewith. The undersigned
further waives a hearing in court and all other rights and privileges
incident thereto.

The Code Enforcement Officer for the Town of Binghamton is hereby authorized to enforce all provisions set forth in Chapter 220 of the Town Code of the Town of Binghamton, including the issuance of uniform traffic informations and/or parking violations tickets.

The Code Enforcement Officer, County Deputy or State Police Trooper, and/or Peace Officer may direct that any vehicle in violation of Chapter 220 be impounded and towed to such storage facility(ies) for storage until such time as the owner/operator may claim the vehicle subject to paying all towing and storage fees. Said towing costs and storage fee shall be in addition to any fine set forth in § 220-5.
