The Mayor and Council of Federalsburg are hereby
authorized and empowered to construct, establish and maintain a water
supply system in and for the Town of Federalsburg, in Caroline County,
State of Maryland, or in their discretion to acquire by purchase or
condemnation the property, real and personal, rights and franchises,
of any person or persons, partnership or corporation now furnishing
water to the citizens of Federalsburg, for the purpose of furnishing
an adequate and proper supply of water in said Town for all private
and municipal purposes.

The Mayor and Council of Federalsburg shall
have the power to pass ordinances and resolutions providing for the
construction, extension, maintenance and operation of sanitary sewerage
and stormwater drainage systems and to assess the costs and expense
thereof in whole or in part upon the owner or owners of the abutting
property, which costs and expenses for said improvements shall be
a lien upon the abutting property and shall be collectible in the
same manner as other Town taxes are now collectible in the Town of
Federalsburg as prescribed by law.

The Mayor and Council of Federalsburg shall
have the power to pass ordinances and resolutions to provide for the
rates, rents, and charges for the use and service of sewer, drainage,
and water supply systems, which rates, rents and charges are hereby
declared to be and made liens upon the property used or served by
such sewer, drainage, and water supply systems until paid, and the
same shall be collectible in the same manner as other municipal taxes
are now collective in the Town, as prescribed by law.
