It shall be unlawful for four or more persons to assemble on any of
the sidewalks, streets, alleys, places of public accommodations or private
property without the owner's permission if such persons are not engaged in
those privileges extended to them and permitted by the First Amendment to
the Constitution of the United States.
Any violation of the provisions of this chapter shall be a municipal infraction punishable as provided in Chapter
1, Article
I.
