These specifications are intended to set forth the minimum standards for the construction of new public highways in the Town of Avon and shall be known as the "Standard Road Specifications." The standards set forth herein may be altered whenever the Town Board, upon recommendation of the Highway Superintendent, finds that exceptionally heavy travel may be anticipated or other unusual circumstances exist to warrant such changes.
The contractor shall submit to the Highway Superintendent maps prepared by a licensed professional engineer, and such maps shall show the right-of-way, pavement, shoulder and drainage, if any, together with all necessary profiles. No work shall be commenced until this map has been approved by the Town Board and any guaranties or other conditions which the Town Board may impose have been furnished and/or complied with.
The work shall be subject to periodic inspections of the Highway Superintendent or his duly authorized and qualified representative, and the Highway Superintendent shall certify to the Town Board that the specifications have been complied with prior to acceptance of dedication. The Highway Superintendent shall have full control of the construction of said highway.
A. 
No heavy construction equipment for any purpose whatsoever will be allowed on these roads during construction or thereafter when damage may be done to the road.
B. 
No certificate of occupancy may be issued or any residence occupied until the road in front of such residence and from such residence to an already completed road has been constructed in accordance with these specifications.

The right-of-way for any roadway, except as otherwise specifically provided in the Town's legislation, shall be a minimum of 60 feet.
The full width of the roadway (pavement and shoulder) shall be 36 feet, the pavement width being 20 feet and the shoulders on each side being eight feet, except where the Planning Board, with the approval of the Town Board, may require a wider pavement. The roadway shall be located in the center of the right-of-way, unless specifically directed otherwise.
A. 
Excavation for the new pavement and base shall be to the designed subgrade elevation or lower, if necessary, and six inches wider on each side than the 36 feet specified for pavement and shoulder width. All necessary fill below subgrade elevation shall be either approved run-of-bank gravel or select earth approved by the Highway Superintendent or his agent, placed in layers not exceeding eight inches in thickness in the loose condition, and each layer shall be compacted with proper equipment to finished subgrade elevation. Prior to placing any road base, the subgrade shall be graded to proper subgrade elevation, meaning no earth above and no depression lower than one inch below true grade and surface, and rolled with a proper roller. The subgrade shall be crowned 1/4 inch to each foot of width on each side of the center line. If any unsuitable material is discovered in the subgrade, the Highway Superintendent or his agent may require that it shall be excavated, removed from the project and replaced with approved run-of-bank gravel.

The amount of undercut will be determined by the Highway Superintendent. The Highway Superintendent may require underdrain pipe in place of or in addition to such replacement of unsuitable material. This process of rolling, shaping and filling shall be repeated until no depressions develop. If the fine grade becomes rutted or displaced due to any cause whatsoever, it shall be regraded.
The road base will consist of an eighteen-inch gravel foundation. The gravel shall be placed the full width of the pavement portion and the shoulders.
The gravel foundation portion of the road base shall be constructed of run-of-bank gravel approved by the Highway Superintendent. Run-of-bank gravel shall consist of clean, tough, sound, hard stone, free from organic matter and other deleterious substances. It shall not contain slate, schist, flat or elongated pieces and shall have a percentage of wear not exceeding 15. When delivered to the construction area, the particles shall be of such size as will pass through a four-inch square hole and not more than 10% passing through a 200 mesh sieve and shall be satisfactorily graded and nonplastic. This gravel foundation will be 18 inches thick when completed and laid in three courses, two of seven inches and one of four inches thick. Suitable measuring blocks must be used. Each course shall be thoroughly rolled. This rolling must begin at the sides and continue towards the center, and the foundation shall be rolled until the proper compaction is achieved. After rolling, each course shall be tested with a straight edge 16 feet in length. Any depression over 1/4 inch in depth shall be satisfactorily rolled and eliminated. After completion of the rolling, no hauling other than necessary to bring material for the next course will be allowed over rolled material. These courses shall not be laid in excess of 500 linear feet without being rolled and thoroughly filled so as to render them waterproof and thereby prevent softening up of the subgrade. If the subgrade material shall become churned up or mixed with either of the courses of gravel foundation through any reason, the contractor will remove the subgrade material and gravel and replace it with clean gravel.
Drainage will be provided as shown on the maps or as required by the Highway Superintendent and/or the Town Board.
The surface course will consist of two inches of No. 2 stone compacted and two one-inch layers of No. 1 stone compacted separately. After the two inches of No. 2 stone has been thoroughly compacted, a layer of oil shall be spread at the rate of one gallon per square foot, and immediately after the oil has been spread, a one-inch layer of No. 1 stone shall be spread and the stone compacted with a proper roller. Within 24 hours, a second oiling shall be spread over the roadway and at the same rate per square foot as set forth herein, and immediately thereafter, a one-inch layer of No. 1 stone shall be spread and rolled thoroughly.
The right-of-way for any turnaround shall be 100 feet. The paved portion of the turnaround shall have a radius of 40 feet as measured from the center of the turnaround, and the entire turnaround shall be paved. In addition, a six-foot shoulder around the peripheral of the turnaround and contiguous to the paved portion shall be installed.
Upon compliance with these minimum specifications as set forth herein or as modified and upon certification of compliance by the Highway Superintendent of the same to the Town Board, an offer in dedication shall be accepted.
