This chapter may be known and cited as the "Regulation of Recreational Vehicles" of the Town of Owego.
As used in this chapter, the following terms shall have the meanings indicated:
RECREATIONAL VEHICLE
An unlicensed, wheeled or track vehicle, propelled by other than muscular power, primarily designed to be operated for recreational purposes on land or on land and water, or any other unlicensed motor vehicle as defined in § 125 of the Vehicle and Traffic Law, except those vehicles which are registered as required by § 410 of the Vehicle and Traffic Law.
It is the purpose of this chapter to promote the health, safety and general welfare of the community, including the protection and preservation of the property of the Town of Owego, by regulating the use of minibikes over or on all property owned or occupied by the Town of Owego or by any agency or special improvement district, organized under law, within the Town of Owego.
A. 
No recreational vehicle shall be operated within the boundaries of any property owned or occupied by the Town of Owego or by any agency or special improvement district, organized under law, within the Town of Owego.
B. 
Any motorcycle registered under § 410 of the Vehicle and Traffic Law shall be operated only on highways or other public ways or duly designated parking areas.

A. 
The violation of any of the provisions of this chapter shall constitute a violation with an assessed maximum civil penalty of $250.

B. 
In addition to the above, the Town Board may also, at its option, maintain an action or proceeding in the name of the Town in a court of competent jurisdiction to compel compliance with or to restrain by injunction the violation of this chapter.
