No person shall obstruct, and no property owner
or occupant shall allow obstruction of, any sidewalk by causing to
be placed thereon snow or any other obstruction which impedes the
use of sidewalks by pedestrians or wheelchairs.
If snowplowing causes piling of snow over a
sidewalk at a greater depth than normal snowfall, the snowplow operator
shall immediately remove such snow. If the plow operator shall have
failed to comply with this provision, the owner or occupant of the
building being serviced by the plowed entranceway shall immediately
remove such snow.
A violation of this article shall be punishable
by a fine not to exceed $250, or by imprisonment not to exceed 15
days, or by both such fine and imprisonment.
