The Board of Trustees hereby determines that
the uncontrolled posting or display of signs on public roads and highways
has the potential for creating safety hazards in that such signs may
obstruct traffic and create visual obstructions for drivers and pedestrians,
and that such posting or display on any public property may interfere
with the public's use of such property and generally is aesthetically
offensive.
