The Board of Trustees hereby establishes the land
owned by the Village and leased by the Village in the vicinity of
the Greenvale Railroad Station as a Municipal Parking Field to be
operated and maintained in the manner hereinafter provided.
The Commissioner of Public Works shall provide for
the designation by signs, colors or other means appropriate of the
permit areas and metered areas to be established by the Board of Trustees.
The Commissioner of Public Works shall cause to be
placed on the surface of the Municipal Parking Field lines or marks
designating spaces in which vehicles may park.
It shall be unlawful for any person to cause or permit
any vehicle registered in his name to be parked in the Municipal Parking
Field in any manner contrary to the provisions of this article.
It shall be unlawful for any person to deposit or
cause to be deposited in any parking meter in the Municipal Parking
Field any slug, device or substitute for a coin.
The parking restrictions contained in this article
shall be in full force and effect all days of the year except on Christmas,
New Year's Day, Memorial Day, July 4, Thanksgiving Day and such other
days as the Board of Trustees may designate by resolution.
In each area designated by the Board of Trustees as
a metered area, the Commissioner of Public Works shall provide for
the installation, regulation, control, operation, maintenance and
use of parking meters which shall be placed next to each individual
parking space.
Each such meter shall be so constructed as to display
a signal showing legal parking for a period of time upon the deposit
therein of a coin or coins; said signal shall remain showing until
the expiration of the authorized period of time, whereupon a change
of signal or some other mechanical operation shall indicate expiration
of the authorized parking period.
When any vehicle shall be parked in a space controlled
by a meter, the owner or operator of said vehicle shall park within
the area designated by the lines marking said space and upon entering
said metered parking space shall immediately deposit in said meter
the required coin or coins; said metered parking space may then be
used by such vehicle during the ensuing authorized period of time.
Nothing herein contained shall prevent the parking
of a vehicle in a space without depositing a coin where it appears
that the maximum legal parking limit has not expired since the deposit
of a previous coin.
No vehicle shall be parked or permitted to stand in
a parking space in a permit area unless a permit and sticker have
been obtained for the vehicle from the Village Clerk and said sticker
shall be affixed to and conspicuously displayed on said vehicle in
the manner directed by the Village Clerk.
All such permits and stickers for parking spaces in
permit areas shall be issued by the Village Clerk in accordance with
forms, rules and regulations to be approved by the Board of Trustees
by resolution.
In the event the vehicle for which a permit and sticker
have been issued is transferred to another person, the permit shall
be deemed cancelled and the sticker shall be removed.
Subject to rules and regulations to be approved by
the Board of Trustees, the Village Clerk may issue a single sticker
but separate permits covering two vehicles, provided that said vehicles
are registered in the name of the same person.
It shall be the duty of each traffic patrolman, or
such other officer as shall be instructed, in his beat or district,
to take the number of any meter or permit parking space at or in which
any vehicle is unlawfully parked as provided herein and the state
registration number of such vehicle as well as any other facts or
information which may be necessary to a thorough understanding of
the circumstances attending such violation and make complaint of such
violation to the appropriate court.
Upon conviction of causing or permitting a vehicle
to be unlawfully parked as defined in this article, the owner or operator
shall be subject to the following fines:

In addition to the foregoing, in the event of a default
in answering the summons, an additional fine of $100 shall be imposed
for each period of 30 days or part thereof during which the default
shall continue.
A registered owner of a vehicle that has received two or more parking
summons and has failed to appear, or has parking fines outstanding
for more than 30 days, shall be deemed a scofflaw. If a scofflaw's
vehicle is found in the Municipal Parking Field, an authorized Village
representative may have its wheels locked with a boot. The vehicle
will be released from the boot upon payment of all parking fines,
late fees and booting charges, which fines, fees and charges shall
be set by resolution of the Board of Trustees. The Board of Trustees
may also establish, by resolution, procedures for immobilizing a scofflaw's
vehicle.
