Except as otherwise herein provided, all the
powers granted by the Vehicle and Traffic Law of the State of New
York to the Board of Trustees of the Village are hereby delegated
to the Mayor of the Village.
A. Every order of the Mayor relating to the regulation
of traffic made pursuant to the powers herein delegated shall be signed
by the Mayor, dated, numbered, attested by the Village Clerk and have
affixed thereto the Village Seal. The effective date of the order
shall be the date of the filing of the order in the office of the
Village Clerk, which date of filing shall be placed on the order.
B. A copy of every such order of the Mayor shall be entered
in a bound book, the pages of which shall be consecutively numbered,
kept and maintained in the office of the Village Clerk.
C. A violation of any such order made by the Mayor, pursuant to the powers herein delegated, shall be punishable as described in the Vehicle and Traffic Law of the State of New York, except that upon conviction of causing or permitting a vehicle to be unlawfully parked as defined by an order of the Mayor made pursuant to Subsection
A, the owner or operator shall be fined a sum which shall be determined from time to time by resolution of the Board of Trustees.

D. All traffic regulations and orders in the Village
now in effect shall be construed to be continued and to be in full
force and effect until amended or superseded by further order of the
Mayor made pursuant to the powers herein delegated.

A. Authority to impound vehicles. Any vehicle may be removed or caused
to be removed by the Mayor, Building Superintendent or Village Clerk
when it is:
(1) Parked or abandoned on any highway within the Village during a snowstorm,
flood, fire or other public emergency which affects that portion of
the public highway upon which said vehicle is parked or abandoned.
(2) Found unattended on any highway within this Village where said vehicle
constitutes an obstruction to traffic; or
(3) Parked or abandoned on any highway within this Village where stopping,
standing or parking is prohibited.
B. Storage and charges. After removal of any vehicle as provided in
this article, the Village may store such vehicle in a suitable facility
at the expense of the owner. Such owner, or person in charge of the
vehicle, may redeem the same upon payment to the Village and to the
facility of the amount of all expenses actually and necessarily incurred
in effecting such removal and storage.
C. Notice of removal. The Village shall ascertain to the extent possible
the owner of the vehicle or person having charge of the same and notify
such person of the removal and location of such vehicle.
No person shall operate a commercial vehicle
upon any public highway or street within the Village, except when
required to pick up or deliver goods, wares, merchandise or materials
from or to premises located on a Village street or highway. This section
shall not apply to Scudder's Lane, Shore Road (Glenwood Road), Glen
Cove Road, and Bryant Avenue from the south Village line to and including
its intersection with Shore Road (Glenwood Road).
Pavement markings in accordance with the standards
and specifications established by the State Traffic Commission shall
be applied when deemed necessary by the Commissioner of Public Works
of this Village to any or all highways in this Village except New
York State Route 25A.
