The action of the Town Meeting on October 16, 1971, adopting the provisions of Chapter 124 of the General Statutes of Connecticut[1] and creating a Zoning Commission for the Town is hereby ratified and confirmed. The action of the Special Town Meeting on April 24, 1974, which designated the Zoning Commission as the Planning and Zoning Commission of the Town, pursuant to C.G.S. § 8-4a, is also hereby ratified and confirmed.[2]

A. 
The Planning and Zoning Commission of the Town of Norfolk shall be composed of seven members who shall have all the powers and duties prescribed by the General Statutes of Connecticut.
B. 
Members shall be electors of the Town and shall be elected for terms of six years each, which terms shall begin on the second Tuesday next following the day of the municipal election at which the members are elected.
C. 
Service by Town employees on land use agencies.

(1) 
Except as provided in Subsection C(2) hereof, employees of the Town of Norfolk may serve on any body exercising zoning powers pursuant to Chapter 124 of the Connecticut General Statutes, any body exercising planning powers pursuant to Chapter 126 of the Connecticut General Statutes and any body regulating inland wetlands and watercourses pursuant to Chapter 440 of the Connecticut General Statutes.
(2) 
Notwithstanding the provisions of Subsection C(1) hereof, no municipal employee may serve on any commission, board or agency which has responsibility for direct supervision of such employee.
A. 
There shall be three alternate members of the Planning and Zoning Commission who shall be qualified as provided in C.G.S. § 8-1b. Such alternate members shall be elected for terms of four years each and shall have the powers and duties prescribed by law.
B. 
For each regular member of the Planning and Zoning Commission who is absent or disqualified, the Chairman of the Commission shall designate one alternate to be seated on the Commission. Said Chairman shall choose alternates in rotation so that they shall act as nearly equal a number of times as possible; and if any alternate is not available in accordance with such rotation, said fact shall be recorded in the minutes of the meeting, in accordance with the Connecticut General Statutes as amended.
Any member of the Commission who is absent from three consecutive regular meetings and any intervening duly-called special meetings may be considered by vote of the Commission to have resigned from the Commission and such vacancy, and any other vacancy occurring in the membership of said Commission, including the membership on the Board of Alternates, shall be filled for the unexpired portion of the term by appointment by the Commission. The foregoing provision concerning absences from three consecutive meetings shall not apply to the Board of Alternates.
All present members, including alternates, of said Planning and Zoning Commission shall continue to serve for their appointed terms.
