Where a subdivision or land development is proposed
with access from a Township-maintained roadway and such roadway will
experience cartway and berm damage, thus reducing travel safety during
the period of development and following the completion of the subdivision
or land development, the Township shall request from the applicant
the payment of the one time monetary roadway contribution based on
the number of new annual p.m. peak hour trips generated by the subdivision
or land development.
A. The amount of said roadway contribution shall be equal
to the number of p.m. peak hour trips generated by a single-family
residential dwelling (1.01) multiplied by the number of weeks in a
year (52) which is then multiplied by the average cost per linear
foot of roadway maintenance (total roadway maintenance costs divided
by miles of Township roadway maintained).
B. Refusal by the applicant to contribute to the maintenance
of the roadway being impacted by the subject subdivision or land development
shall not constitute grounds for denial of said subdivision or land
development application.
C. All moneys collected from individual applicants shall
be deposited in an interest-bearing account for expenditure on the
Township roadway which provides access to the proposed subdivision.
Funds collected from an applicant for a subdivision with access to
two or more Township roads shall be divided equally for use on each
roadway providing access.
D. Roadway contributions for a subdivision with access
to a specific Township roadway shall not be used to reduce maintenance
costs on any other Township roadway.
