The provisions of this chapter are intended to be consistent
with the Telecommunications Act of 1996 in that:
A.
They do not prohibit or have the effect of prohibiting the provision
of personal wireless services;
B.
They are not intended to be used to unreasonably discriminate among
providers of functionally equivalent services; and
C.
They do not regulate personal wireless services on the basis of the
environmental effects of radio frequency emissions to the extent that
the regulated services and facilities comply with the FCC's regulations
concerning such emissions.
