The Town Government recognizes that credit cards are an essential requirement
for persons traveling in the ordinary course of business. The town also recognizes
that credit cards must be carefully controlled to prevent the possibility
of fraud and abuse. The Supervisor shall be responsible for developing regulations
and procedures governing the use and distribution of credit cards among town
employees.
Town of Williamson cards will be made available to persons performing
the following functions: Highway Superintendent, Water Department, Wastewater
Treatment Plant Operator. Other positions may be added as deemed appropriate
by the Supervisor. Liability for use of these cards shall accrue directly
to the individual card holders, and not to the town.
Use of credit cards shall be limited to expenses incurred in the performance
of the job functions of the cardholders. Employees incurring expenses through
a credit card shall be responsible for submitting to the Supervisor claims
for which adequate documentation is provided, and for which expenditures were
incurred in accordance with town policy. At no time is a cardholder permitted
to use his or her credit card for a transaction that is strictly personal
in nature. Personal charges are permitted in a mixed-use setting (i.e., hotel
charges for an in-room movie); however, these charges are to be deducted from
any claims for reimbursement submitted to the town. The cardholder shall be
responsible for making payments to the Supervisor for all charges incurred,
regardless of when or if reimbursement is received from the town. Failure
to submit receipts allowing payment of bill within the time allotted by the
vendor may result in the cancellation of the credit card by the town.
Credit card purchases will be made at businesses where the town doesn't
already have an in-house charge account.
Any sales tax charged for a purchase will become the responsibility
of the cardholder and not the town.
