It is the intent of this chapter:
A. To establish a uniform system of property/dwelling/building
address numbering within the Township of Independence in order that there
be an accurate address database in connection with the Township's participation
in the Beaver County Enhanced 9-1-1 System;
B. To establish a uniform system of posting and display
of address identification numbering in order that property/dwelling/building
addresses within the Township may be easily located in emergency situations.
The identification numbers to be posted shall be on address signs supplied
by the Township. The address signs shall be made of six inches by 12 inches
aluminum plate with a white reflective Mylar background with four-inch "B"
series black letters or numbers. The Township shall supply, free of charge,
to all property owners the original sign plate. For any additional or replacement
plates, current market charge will be assessed the property owner.
The Township Supervisors, the Township Solicitor, or any officer or
employee of the Township designated thereby for the purpose is hereby authorized
to give written notice, by personal service or by United States mail, to the
owner or occupant, as the case may be, of any premises whereupon the address
identification plate at the premises is not posted in violation of the provisions
of this chapter directing and requiring such owner or occupant to post the
address identification plate so as to conform to the requirements of this
chapter, within 15 days after issuance of such notice. In case any owner,
owners or occupants shall neglect, fail or refuse to comply with such notice
within the period of time stated herein, the Township authorities may post
a street number on the premises and collect the cost thereof, together with
any additional penalty authorized by law, from such owner, owners or occupant
in the manner provided by law.
Any owner, owners or occupants who shall violate or fail, neglect or refuse to comply with any of the provisions of this chapter shall be subject to the appropriate penalties set forth in Chapter
1, General Provisions, Article
II. Notice to the offender shall not be necessary in order to constitute an offense.
