As used in this article, the following terms shall have the meanings indicated:
SNOW EMERGENCY
Any time snow removal is conducted by the Township either by plowing or by the spreading of cinders, salt or antiskid materials.
During a snow emergency as defined in this article, it shall be unlawful to park motor vehicles, boats, campers, trailers or otherwise obstruct the roadway so as to prevent snow removal to the edge of the roadway. Parking along the roadway is only permitted after a snow emergency is no longer in effect.
Obstructions to snow removal during a snow emergency may be towed, in which case the owner of the obstruction shall be liable to pay all costs associated with towing and storage. In addition, the owner of the offending obstruction may be ticketed for violating the provisions of this article and, upon the issuance of a citation and conviction by a District Justice, shall be guilty of a summary offense and shall pay a fine of not less than $25 nor more than $600. Each day a violation exists shall be considered a separate violation, subject to the same fines as set forth above. It shall not be necessary to issue a separate citation for each day of violation, but one citation shall be sufficient to cover multiple days of obstructions. The Board of Supervisors hereby authorizes the Township Manager, Township Roadmaster, Assistant Township Roadmaster and Township police officers to issue citations for violations of this article.
