This article shall be known as the "County Participation in the LASA Regional 537 Planning Project Ordinance."
A. 
Lancaster Township has determined that it is in the best interest of this municipality to enter into this supplement to the joint agreement with LASA dated the 26th day of April 2001 and the other member municipalities of LASA in order to coordinate the regional 537 plan with the county's Comprehensive Plan and the Growth Management Component thereof, to receive the participation of a representative of the county in the planning process, and to accept certain funding from the county as a part of the local share of the cost of the regional 537 plan.
B. 
In adopting this article, it is the intent of this municipality to comply with the provisions of Chapter 23 of the General Local Government Code dealing with intergovernmental cooperation, 53 Pa.C.S.A. 2301 et seq., known as the "Intergovernmental Cooperation Act."
The agreement to be entered into by this municipality, a copy of which is appended hereto as Exhibit A,[1] is intended to be a supplement to the joint agreement among LASA and the member municipalities dated the 26th day of April 2001 (the "joint agreement"). The duration of this agreement shall be coterminous with the joint agreement.

The names of the participating municipalities in this agreement are the County of Lancaster, East Hempfield Township, West Hempfield Township, Manor Township, Lancaster Township, Manheim Township, East Petersburg Borough, and Mountville Borough. In addition, Lancaster Area Sewer Authority is a party.
The purpose of this agreement is to provide for participation by the county and its duly constituting Planning Agency, the Lancaster County Planning Commission, in the LASA regional 537 planning project, to provide a county grant to defray a portion of the local cost of the planning project, and to provide for consistency between the regional 537 planning project and the county's Comprehensive Plan, including, but not limited to, the Growth Management Plan Component thereof.
There is no additional financial obligation imposed upon LASA or the member municipalities by the execution of this agreement as a supplement to the joint agreement. To the contrary, additional financing to defray a portion of the local share of the cost of the regional 537 planning project will be borne by the County grant as referenced in the agreement appended hereto as Exhibit A.[1] The county's financing of its obligations under this agreement shall be undertaken as part of the general obligations of the county, with said funds being derived from the general find of the county.

No additional organizational structure is necessary to implement this agreement, as it incorporates by reference the organizational structure of the joint agreement.
There should be no acquisition, management, licensing or disposal of real property or tangible personal property.
