There is hereby established the Middletown Township Community
Recreation Board, whose membership shall consist of representatives
from the Langhorne Athletic Association, the Middletown Athletic Association,
the Hulmeville Soccer Club, and citizens of the community. All representatives
shall be residents of the Township of Middletown.
The purpose of the Community Recreation Board shall be to develop
and recommend procedures, methods and techniques to coordinate the
delivery of youth recreation programs not directly sponsored by the
Township and to serve in an advisory capacity to the Board of Supervisors
for the purpose of making recommendations with respect to community
recreation program budgets, expenditures and policy-making decisions
to improve, wherever possible, youth recreation programs for the benefit
of our citizens. The Community Recreation Board shall have the authority
to adopt rules, regulations and procedures governing the planning
and administration of community recreation programs not directly sponsored
by the Township. The rules, regulations and procedures adopted by
the Community Recreation Board shall not become effective until submitted
to and approved by the Board of Supervisors in the form of a resolution.
Responsibility for the planning and administration of public recreation
areas, facilities and programs shall remain with the Middletown Township
Park and Recreation Board. The Community Recreation Board shall not
have authority to enter into any contract or to incur any obligation
binding upon the Township of Middletown.
The Community Recreation Board shall conduct meetings on a regular
basis at the Middletown Township Building at a time to be determined
by said Community Recreation Board or its Chairman and to render to
the Board of Supervisors current reports and/or policy-making recommendations
through its secretary.
The Community Recreation Board shall be composed of seven members,
all of whom shall be residents of the Township of Middletown, with
four appointed directly by the Board of Supervisors, one nominated
by the Langhorne Athletic Association, one nominated by the Middletown
Athletic Association, and one nominated by the Hulmeville Soccer Club.
The individuals so nominated by the various organizations shall be
designated by each organization's board of directors; however, appointment
to the Community Recreation Board shall be the sole prerogative of
the Board of Supervisors, which shall have the right to reject any
nominee so designated by the organizations. The four members of said
Board appointed directly by the Board of Supervisors shall serve for
terms of three years, with the exception of the first members appointed
to the Board, who shall be appointed to serve terms so that the terms
of not more than one member shall expire annually thereafter. The
members of the Board nominated by the Langhorne Athletic Association,
the Middletown Athletic Association, and the Hulmeville Soccer Club
and appointed by the Board of Supervisors shall serve terms of one
year so that a new representative may be nominated by each community
recreation organization each year. The President of each association
shall notify in writing the Board of Supervisors of the name, address
and telephone number of the individual so nominated by January 1 of
each year. Members of the Board shall serve without pay. Each member
appointed to said Board shall serve a full term unless that member
resigns or is removed by the Board of Supervisors due to dereliction
or neglect of duty. Any vacancy on said Board caused by reasons other
than by expiration of the term shall be filled in the same manner
as the original appointments and shall be for the remaining unexpired
term of the member. Each member shall serve until December 31 of the
year in which the member's term is scheduled to expire or until a
new appointment has been made in accordance with the requirements
of this section.
The members of the Community Recreation Board shall elect their
own Chairman and Secretary and select all other necessary officers
to serve for a period of one year. The Board shall have the power
to adopt rules and regulations for the conduct of its business not
inconsistent with the provisions of state and local laws.
It shall be the duty of the Community Recreation Board to submit
an annual report to the Board of Supervisors not later than September
1 of each year. The report shall include an analysis of community
recreation programs with particular reference to the extent and adequacy
of the programs and their effectiveness in view of the amount of public
expenditure involved and the public needs being met.
The Board shall also submit an annual budget not later than
September 1 of each year to the Township Manager, who shall review
said budget and submit same with his/her recommendations to the Board
of Supervisors. All Township expenditures for community recreation
programs not directly sponsored by the Township shall be capital expenditures
for the acquisition of capital assets of significant value that directly
benefit Middletown Township and its residents and have a useful life
of several years. All capital assets acquired by Township funds shall
be titled in the name of Middletown Township. No Township moneys shall
be expended for the purpose of supporting annual operating expenditures,
with the exception of lighting and routine maintenance costs at Township-owned
park facilities. All Township expenditures shall be subject to the
public bidding and contract requirements set forth in the Second Class
Township Code and the purchasing procedures established by the Township.
