There is hereby created and established the Middletown Citizen Service Corps Advisory Council.
The Citizen Service Corps Advisory Council shall establish partnerships with and among various community groups and organizations located and/or operating within the Township in order to obtain, coordinate and provide volunteers who will periodically provide certain categories of services and/or assistance to senior citizens and disabled persons who reside within the Township, which such services and assistance are intended to enhance the ability of such senior citizens and disabled persons to otherwise continue to live independently in their own homes and to remain connected to their neighborhoods within the Township.
A. 
The Citizen Service Corps Advisory Council shall have the following authority and powers:
(1) 
To adopt policies, rules and procedures for the operation of the Middletown Citizen Service Corps, including, but not limited to, policies, rules and procedures relating to:
(a) 
Establishment of the categories and types of services and/or assistance to be provided by the Citizen Service Corps, together with the manner in which such services and/or assistance may be provided.
(b) 
Identification and qualification of senior citizens and disabled persons residing within the Township who are eligible for services and/or assistance to be provided by the Citizen Service Corps.
(c) 
Identification and qualification of volunteers who are eligible and able to perform the services and/or assistance to be provided by the Citizen Service Corps.
(2) 
To identify, and partner with, community groups and organizations located and/or operating within the Township that can provide volunteers, materials and equipment necessary to provide the services and/or assistance to be provided by the Citizen Service Corps.
(3) 
To advise and coordinate with various Township officials and Township boards, including, but not limited to, the Township Manager, the Director of Community Services, the Disabled Persons Advisory Board and the Middletown Senior Citizens' Association, in regard to the activities of the Citizen Service Corps Advisory Council and the Middletown Citizen Service Corps.
B. 
The Citizen Service Corps Advisory Council shall conduct meetings on a regular basis at the Middletown Township Municipal Building. The Council shall take minutes of its meetings and provide copies of the minutes to the Board of Supervisors and the Township Manager.
C. 
All policies, rules and procedures of the Citizen Service Corps Advisory Council for the operation of the Middletown Citizen Service Corps shall not become effective until such times as they are submitted to and approved by the Board of Supervisors.
D. 
The Citizen Service Corps Advisory Council shall not have the authority to enter into any contract or to otherwise incur any obligation that may be binding upon the Township.
A. 
The Citizen Service Corps Advisory Council shall be composed of seven members. Membership of the Council shall be constituted as follows:
(1) 
The Township Director of Community Services.
(2) 
The Director of Middletown Senior Citizens' Association.
(3) 
The Chairman of the Township Disabled Persons Advisory Board.
(4) 
Two residents of the Township who are 50 years of age or older.
(5) 
Two residents of the Township who are 18 years of age or older.
B. 
The Chairman of the Board of Supervisors shall be an ex officio member of the Council.
C. 
The four resident members shall each be appointed by the Board of Supervisors to a term not to exceed one year, and in all cases each such term shall expire on the first Monday of January of the calendar year following the calendar year of that appointment. Any vacancy of a resident member seat on the Council occurring at any time prior to the expiration of a term shall be filled by the Board of Supervisors.
D. 
Members of the Council shall serve without pay.
The Citizen Service Corps Advisory Council shall submit an annual report of its activities, and the activities of the Middletown Citizen Service Corps, to the Board of Supervisors not later than September 1 of each year.
