The use of motorcycles and other off-road recreational vehicles, be
they registered or unregistered, licensed or unlicensed within the public
parks and upon the recreational facilities of the Township of Raccoon is prohibited.
Nothing herein shall be construed to prohibit the use of motorcycles
as a mode of transportation within said parks and recreational facilities
to and from parking areas within said parks and recreational facilities upon
designated cartways only.
Any person who violates this article shall be subject to civil enforcement procedures as set forth in Chapter
1, General Provisions, Article
II.

The tract of land located off Pennsylvania Route 18 and owned by the
Township of Raccoon, having been established as a public park, is hereby designated
"Raccoon Township Municipal Park."
The following rules and regulations are hereby established for the management
and protection of Raccoon Township Municipal Park, hereinafter designated
"the park."
A. The park shall be open daily to the public between the
hours of sunrise and sunset as set forth in the Pennsylvania Fish and Game
Commission schedule, from April 1 to October 31. No person, other than authorized
employees thereof, shall be in the park at any time between sunset and sunrise.
B. No person shall remove any bench, seat, or table from
the park or change the location thereof without permission from the Township.
C. No person shall injure, deface, remove, cut, or damage
any of the trees, plants, shrubs, turf, buildings, structures, or fixtures
therein, or any other property of the Township located within the park.
D. No person shall conduct himself within the park so as
to annoy any other person using the park for recreational purposes.
E. No person shall hold any meeting or gathering, assembled through advertisement or public notice, or any gathering otherwise assembled and composed of 10 or more persons, within the limits of the park, without having first made application to the Township thereof for a permit therefor. Such permit shall indicate the park locations in the park where such gathering or meeting shall be held. Permit fees shall be established by resolution of the Board of Supervisors from time to time. The application for such permit shall be in the name of a person who shall be responsible for seeing that all refuse left by the group shall be placed in proper containers before leaving the park. Each permit will require a deposit and rental for any shelter or facility used by the group. Said rental fee shall be established from time to time by resolution. Any person or organization or group holding a permit for usage of a specific park location or facility shall have priority of usage over any person, organization, or group not holding a permit. Notwithstanding Subsection
A, all permits issued shall be valid for the dates issued and said permits may authorize park usage until 10:00 p.m.
F. No person shall set up any booth, table, or stand for
the sale of any article whatsoever within the limits of the park without the
written consent of the Township, which shall have the authority to refuse
such consent in any instance.
G. No person shall dispose of any litter, waste, or garbage
in the park. All persons using the park shall dispose of all waste and garbage
left by them in such proper receptacles.
H. No person shall injure, deface, or destroy any notice,
rule, or regulation posted at any place within the park by authority of the
Township. Nor shall any person post, at any place within the park, any notice
or placard other than by authority of the Township.
I. No person shall set or maintain any fire in the park
except in stoves and fireplaces maintained for the purpose and located by
authority of the Township. As hereinafter set forth, only charcoal and/or
wooden fires are permitted. In the event a wooden fire is instituted, any
wood so utilized shall be brought from outside the park.
J. The use, possession, transportation, or consumption of
alcoholic beverages within the park is prohibited.
K. No person, other than an officer of the law, shall carry
any firearm within the limits of the park. Likewise, no person shall engage
in archery sports, nor engage in any other functions involving force propelled
devices unless first approved by the Township.
L. No person shall operate or cause to have in his possession
any unlicensed motor vehicle and/or cycle.
M. No person shall bring unrestrained pets into the park.
N. There shall be no parking and/or driving in areas other
than those designated parking areas or on paved roadways.
O. The speed limit within the territorial confines of the
park shall be five miles per hour as indicated by the posting of signs stating
such fact.
P. No person shall climb any tree, sit, stand, or walk on
any park sign, park structure, or park building not customarily utilized for
such purposes.
Q. No person shall erect tents, shacks, shelters, trailers,
recreational vehicles, or any other structure for overnight camping or otherwise,
without express Township approval.
R. No person shall post, draw, tack, or otherwise cause
any sign to be in existence without Township approval.
S. No open fires are permitted in the park. Fires are only
permitted after due consideration for the health, safety, and welfare of the
persons and property within the park. In any event, however, only charcoal
and/or wooden fires are permitted.
T. No remote control and/or hobby devices are permitted
to be operated within the confines of the park unless approval as obtained
from the Township.
Any person who shall violate any of the provisions of §
127-5 and its subsections shall be subject to criminal enforcement procedures as set forth in Chapter
1, General Provisions, Article
II.
The Police Department of the Township of Raccoon shall generally be
charged with the enforcement of this article.
All permits required by the provisions of this article shall be required
to be in the possession of the permit holder when using the facilities of
the park for which the permit has been issued.
