It is the interest of the health and welfare of the children of the Borough of Runnemede that, in the event of distress, they have a proximate means of personal assistance.
In view thereof, an Island of Safety Program be and is hereby recognized as established within the Borough of Runnemede, to be administered by the Police Department of the Borough of Runnemede and the Runnemede PTA.
As an expedient method of identifying individuals participating in the program, upon approval of the Runnemede Police Department, block parents will be designated by the Runnemede PTA to render assistance to children in distress.
A. 
The PTA shall issue to block parents for posting numbered signs identifying the premises utilized by the designated individuals as an "island of safety."
B. 
Only individuals so designated as "block parents," as specified above, shall post such signs.
C. 
These signs, whether posted or otherwise, shall not be defaced or destroyed and shall not be utilized or posted in any manner except as designated by the administering authority designated above.
Any individual violating any term of this chapter shall be subject to the penalty as provided in § 1-15, General penalty, of this Code.
