There shall be a Town Clerk who shall be appointed
by the Town Manager to serve at the pleasure of the Manager. The Town
Clerk shall be the clerk of the Council, clerk of the Financial Town
Meeting, clerk of the Probate Court and Recorder of Deeds. The Town
Manager may appoint a Deputy Town Clerk whenever such appointment
shall be necessary, and such deputy so appointed shall have all the
powers to perform all the duties which are incumbent to the Town Clerk,
being thereunto qualified by taking the oath of office.
It shall be the duty of the Town Clerk:
a. To make a permanent record of all proceedings.
b. To certify by signature all actions of the Council.
c. To be custodian of the Town Seal and of the official
documents and records of the Town.
d. To direct and supervise the recording of deeds, mortgages,
vital statistics and other records and instruments.
e. To perform such other duties as may be prescribed
by this Charter, the Council or the Town Manager or in accordance
with provisions of the General and Special Laws of the State of Rhode
Island pertaining to town clerks now or hereinafter in effect.

All fees collected by either the Town Clerk
or Deputy Town Clerk shall be transmitted to the Finance Director
and be deposited in the general funds of the Town, unless otherwise
directed by the General Laws of the State of Rhode Island.

The Town Clerk and Deputy Town Clerk shall respectively,
within thirty (30) days of the time of being sworn into office, give
bond to the Finance Director with sufficient surety in such sum as
the Council shall prescribe for the faithful performance of the duties
of the office.
