The Town Manager shall be chosen exclusively on the basis of
his/her executive and administrative qualifications, character, education,
training and experience, and, when appointed, need not be a resident
of the Town or of the state, but, during his/her tenure of office,
shall reside within the Town, unless otherwise authorized by the Council,
and shall devote his/her full time to the duties of his/her office.

The Town Manager shall appoint all other officers and employees
of the Town who receive compensation from the Town for their services
as officers and employees, except as otherwise specifically provided
by this Charter. In lieu of any appointment by the Town Manager to
any office under his/her jurisdiction, the Town Manager may, in an
emergency, perform the duties of any office under his/her jurisdiction,
but the continuance of said performance shall be subject to the approval
of the Council.
In case of disability or temporary absence of the Town Manager
or vacancy in the office of the Town Manager, the Council may designate
any person not a member of the Council to act as Acting Town Manager.
