The Secretary shall be elected by and shall
be directly under the supervision and control of the Board. The provisions
in the Home Rule Charter relative to the powers and duties of the
Secretary shall govern the activities of the Secretary while in office.
The Secretary shall serve at the pleasure of the Board.
The Board may designate an Assistant Secretary
to act as Secretary in the absence of the Secretary and to perform
all duties delegated to the Secretary by the Home Rule Charter.
