As used in this article, the following terms shall have the meanings indicated:
EMPLOYMENT DATA
The day on which an employee of the Township of Whitehall becomes full-time personnel.
FULL-TIME PERSONNEL
Those persons employed by the Township of Whitehall, on a salary or hourly basis, who devote in excess of 37 1/2 hours per week to the exclusive business of Whitehall Township.

A. 
Paid vacation time accrues for full-time personnel at the then existing rate of pay from the employment date as set forth in § 1-195 of this article and is prorated annually on that basis, but shall not be taken during the first calendar year of employment.
B. 
Carryover or compensation prohibited.
(1) 
Accrued vacation time shall be taken in the current calendar year during which it becomes available.
(2) 
Unused vacation time shall not be carried over into the next calendar year without prior approval of the Mayor.

(3) 
Full-time personnel shall not receive monetary compensation for any unused vacation at the end of the calendar year.

A. 
The following vacation schedule shall be established for full-time personnel of the Township of Whitehall, including all Bureau and full-time nonunion clerical employees:

B. 
As otherwise established by the Board of Commissioners in appointing the Director of the Department of Operations or the Deputy Mayor, in establishing any new position or in establishing this benefit for any new or existing employee for an existing position, all of which fringe benefits shall be established by an ordinance in accordance with § 3.20, Certain Specific Actions Requiring an Ordinance, § 5.09, Deputy Mayor, and § 9.02, Department Heads, of the Home Rule Charter.

C. 
The current vacation entitlement, for those employees who are entitled to vacation in excess of 25 days per year at the date of adoption this article, shall continue unchanged for so long as those employees are still employed by the Township.

A. 
All vacation request must be made in either half or full days in advance of utilization.
B. 
Approval is required by the Bureau Chief or Mayor for all requests with consideration given to ensure adequate departmental staffing.

C. 
Seniority will dictate when conflicting requests are made simultaneously or at the beginning of the current year.
D. 
Approval of other requests made throughout the year will be granted on a first-come-first-served basis.
Nothing contained in this article shall be construed or interpreted to entitle any person employed by the Township of Whitehall on a consulting or retainer basis to any paid vacation.
