The Mayor shall accept the lowest responsible
bid or bids, kind, quality and material being equal.

If provided for in the contract documents, the
Mayor shall have the power to award selected quantities of individual
items from any bid, provided that the total price to the Township
for the combination of items selected from the bids is the lowest
possible price for those items selected, from among all of the bids
received.

The Mayor shall have the right to reject any
and all bids.
No bid shall be considered unless accompanied
by a bid bond, when required, or other documents which are required
as a condition of the responsiveness of the bid.
The Township contract shall be awarded at the
public meeting as advertised; of no public meeting is specified in
the advertisement, then the contract may be awarded at any subsequent
public meeting of the Board of Commissioners. In any event, the Township
contract shall be awarded within 60 days of the bid opening or all
bids shall be rejected, pursuant to § 1622 et seq., of Chapter
18B, "Award and Execution of Public Contracts" of Title 73 of Pennsylvania
Statues, subject to the exceptions stated therein, as amended from
time to time.
