All Township contracts involving sums in excess
of those limits as established by § 1802 of the First Class
Township Code of the Commonwealth of Pennsylvania (53 P.S. § 56802),
as amended from time to time, shall be executed on behalf of the Township
by the Mayor.

The Mayor shall also execute the Township contracts,
regardless of amount, for the purchase, sale, leasing or use of real
estate, with approval of the Board.

The Mayor shall execute Township contracts on
behalf of the Township which do not require competitive bidding under
the terms of § 1802 of the First Class Township Code of
the Commonwealth of Pennsylvania (53 Pa. Stat. Ann. § 56802),
the Home Rule Charter, this Administrative Code, any authorizing ordinance,
or otherwise, all as amended from time to time.
All Township contracts shall be in writing.
The successful bidder shall be required to execute
a written agreement.

The Mayor, when executing contract not prepared
by the Township or under the Township's supervision, shall request
the Township Solicitor to approve the same as to form, at any time
prior to execution by the Mayor.
At a minimum, all Township contracts, whether
or not reduced to writing, shall provide or establish the following
terms and elements of the contract for the contract to be held enforceable
against the Township:
A. Identify of the contractor or vendor.
B. Brief and summary description of the goods, services
or work to be performed as part of the contract, including a description
of the quality standards where applicable. A reference to a published
document containing quality specifications shall be acceptable.
C. Approximate quantity of the contract items. If a reasonable
estimate of the quantity is not possible or feasible, then a requirements
contract ("as required") shall be permitted. A "lump sum" ("L.S.")
or "lot" designation may also be used.
D. Time period of the contract, including lead time for
delivery or the duration of the performance, as appropriate.
E. Price for the contract items. The price may be stated
as a fixed lump sum; a unit price per quantity of the item; by reference
to a schedule or published list of prices or any other method which
is capable of independent and objective calculation and verification
of the price to be paid.
F. Workmen's Compensation Insurance, in accordance with
§ 1806 of the First Class Township Code (53 P.S. § 56806),
as amended from time to time.
All Township contracts shall be executed and
a "notice to proceed" issued within 30 days of the contract award,
in accordance with the provisions of "Chapter 18B, Award and Execution
of Public Contracts" of § 1623 et seq. of Title 73 of the
Pennsylvania Statutes, as amended from time to time.
