As used in this chapter, the following terms
shall have the meanings indicated:
One operated by human power.

It shall be unlawful for any resident of the
Township of Whitehall to ride or operate a bicycle upon the street
or public place, within the said Township, unless such bicycle shall
first have been properly registered and tagged as hereinafter provided.

Every owner or operator of any bicycle within
the Township shall, within 10 days after the passage and publication
of this chapter, file with the Bureau of Police of the Township a
complete description of such bicycle upon a blank form to be provided
for such bicycle. Such registration shall be serially numbered and
be kept on file by the Township Secretary in the Township Office as
a public record.

A fee shall be charged as established from time
to time by resolution of the Board.

Bicycles registered under the provisions hereof
shall be inspected every two years.

The Bureau of Police shall inspect each bicycle
presented to them for registration and shall have authority to refuse
to register any bicycle found by them to be in unsafe mechanical condition.

The Bureau of Police of the Township shall have
the authority to suspend the registration of and remove the identification
tag from any bicycle being operated upon any street or public place
in the Township in an unsafe manner, or in violation of State law
or Township ordinance, and such suspension of registration and removal
of tag shall be in addition to other penalties provided hereunder.
Provided: where such suspension shall be for any bicycle that shall
be improperly equipped or in an unsafe condition, such suspension
shall continue until the condition for which such suspension was made
shall have been corrected; where such suspension shall be for operation
of the bicycle in an unsafe manner or in violation of any provision
of the laws of the Commonwealth or of this chapter pertaining to the
manner of operation of a bicycle, such suspension shall be for no
longer than 14 days.

Within 48 hours after any bicycle registered
hereunder shall have changed ownership or been dismantled and taken
out of operation, such information shall be reported to the Bureau
of Police by the person in whose name the bicycle has been registered.
Any person who shall operate any bicycle not properly registered or carrying a proper identification tag, as required herein, upon any street or public place in the Township, or who shall operate such bicycle in an unsafe manner, shall upon conviction thereof be subject to the penalty provided in § 3-10 hereof.

Any person, firm or corporation who shall violate
any provision of this chapter shall, upon conviction thereof, be sentenced
to pay a fine of not more than $1,000 plus costs and, in default of
payment of said fine and costs, to a term of imprisonment not to exceed
30 days. Each day that a violation of this chapter continues shall
constitute a separate offense.
