As used in this article, the following terms shall have the meanings indicated:
LOITERING
To remain idle or linger in essentially one location and shall include the concepts of spending time idly, loafing, lingering or walking about aimlessly and shall also include the colloquial expression "hanging around."
PUBLIC PLACE
Any place to which the public or a substantial group has access including, but not limited to, highways, streets, parking lots, sidewalks, schools, apartment houses, places of business or amusement, any neighborhood or any premises which are open to the public.
No person shall loiter in a public place in such a manner as to:
A. 
Create or cause to be created a danger of a breach of the peace by willfully or recklessly creating a hazardous or physically offensive condition by any act which serves no legitimate purpose.
B. 
Willfully or recklessly create or cause to be created any disturbance or annoyance to the comfort and repose of any person.
C. 
Willfully or recklessly obstruct the free passage of pedestrians or vehicles.
D. 
Willfully or recklessly obstruct, molest or interfere with any person lawfully in any public place.
E. 
Willfully interfere with the lawful use of nearby real property by an owner or possessor of said property or by his/her invitees or customers of said premises.
F. 
Willfully make unreasonable noise, willfully use obscene language or willfully make an obscene gesture.
Whenever any person in any public place engages in any of the prohibited conduct set forth in § 6-26, any Township Police Officer or state law enforcement official may order that person to leave that place. Any person who willfully fails to obey the order to leave by a Township police officer or State law enforcement official shall be guilty of a violation of this section.

Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000 plus costs and, in default of payment of said fine and costs, to a term of imprisonment not to exceed 30 days. Each day that a violation of this article continues shall constitute a separate offense.
