As used in this article, the following terms
shall have the meanings indicated:
CHAINS
Full chains, strap chains or other types of chains mounted
on both rear wheels of a motorized vehicle.
EMERGENCY DIRECTOR
Any Township employee designated from time to time by the
Mayor as the Emergency Director.

SNOW
Any precipitation depositing any accumulation on the streets
including, snow, sleet, hail, ice and freezing rain.
SNOW EMERGENCY
A state of highway conditions caused by snow that is hazardous
and dangerous to vehicular and pedestrian traffic and so declared
by the Emergency Director.
SNOW TIRES
Tires having reads designed for use in snow, which tires
must be in such condition as to serve the purpose for which they are
designed.
VEHICLES
All self-propelled motorized vehicles using Township streets
and highways including taxicabs, but excluding other public transportation
conveyances.
The Township shall, by ordinance, designate streets which are necessary thoroughfares for the movement of vehicular traffic through the Township of Whitehall as "emergency routes." (See §
15-61 hereof.)
All streets designated as "emergency routes"
shall be posted with suitable signs or markers at points where any
street or highway affected thereby joins other streets or highways
and, in any case, at intervals not exceeding 1,500 feet, which signs
shall bear the words "Emergency Route — No Parking."
When, in the opinion of the Emergency Director,
the actual or expected precipitation of snow will create hazardous
or dangerous highway conditions for vehicular or pedestrian traffic,
he shall have the authority to declare a "snow emergency."
A. The Emergency Director shall immediately inform the
public of the snow emergency by issuing a press release to the local
radio and news services.
B. The snow emergency shall continue in force and effect until the Emergency Director declares it to be over in the same manner as provided in Subsection
A.
C. One hour after a snow emergency has been declared
and during its existence:
(1) No vehicle shall be parked on a snow emergency route.
(2) Any person who drives a vehicle without chains or
snow tires upon any street in the Township of Whitehall and such vehicle
becomes stalled or incapable of moving under its own power, or who
leaves such vehicle unattended, shall be in violation of this article
and shall be subject to the penalties set forth herein.

All vehicles parked, stalled, incapable of moving
under their own power or left unattended on streets and which are
obstructing traffic or the necessary and required snow plowing and
clearing of the streets of the Township, are declared to be public
nuisances and may be towed and impounded in accordance with provisions
of this article.

A. If, at any time during a period of snow emergency declared under §
15-57 of this article, a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this article, and, upon conviction, shall be sentenced to pay a fine of not more than $50 and costs.
B. If, at any time during a period of snow emergency declared under §
15-57 of this article, a person shall drive a motor vehicle upon a snow emergency route, without having that vehicle equipped with snow tires or chains, that person shall be guilty of a violation of this article, and, upon conviction, shall be sentenced to pay a fine of $25 and costs.
