A Length of Service Awards Program (LOSAP) is herewith created, in accordance with Chapter 388 of the Laws of 1997,[1] to reward members of Linwood Volunteer Fire Company No. 1 for their loyal, diligent and devoted services to the residents of the City of Linwood.

The LOSAP shall provide for fixed annual contributions to a deferred-income account for each volunteer member that meets the criteria set forth below; that such contribution shall be made in accordance with a plan that will be established by the City of Linwood pursuant to P.L. 1997, c. 388; and that such plan shall be administered in accordance with the laws of the State of New Jersey, the United States Internal Revenue Code and this chapter.
The LOSAP shall provide for annual contributions to each eligible member that meets the criteria as follows:
A. 
One hundred points are required for a member to be eligible for an annual contribution (see Schedule A).[1]

B. 
Five years of emergency service in the Linwood Volunteer Fire Company No. 1 are required for vesting.
C. 
The annual contribution shall be $1,150 per eligible member.
D. 
The annual contribution may be adjusted by the City of Linwood at its discretion upon the completion of every five years, rounded to the nearest dollar, in accordance with the allowable consumer price index factor as set forth in N.J.S.A. 40A:14-185f, as may be amended.
Prior service years shall be recognized and credited for vesting purposes only, up to a maximum of five years of active service.
Should a volunteer die prior to vesting, the City of Linwood shall award the volunteer’s funds to the estate of the deceased volunteer.
The estimated cost of the program has been calculated as follows:
A. 
For regular annual services: $23,000 per year.
Each active volunteer member shall be credited with points for volunteer services provided to the volunteer fire companies in accordance with the following schedule: (see Schedule A annexed hereto).
This chapter shall not take effect unless it is approved by voters as a public question at the next general election.[1]
