A. 
There is hereby established in the Town of Colonie, Albany County, New York, a department to be designated the Planning and Economic Development Department which shall administer the Town's planning and economic development functions and such additional functions as may be assigned by the Town Supervisor.
B. 
The Planning and Economic Development Department shall be supervised by an official designated as the Director.
The Planning and Economic Development Director shall be appointed by the Supervisor with the consent of the Town Board at a compensation to be fixed by the Town Board.
In the absence of the Planning and Economic Development Director, or in the case of the Director's inability to act for any reason, the Supervisor shall, with the consent of the Town Board, have the power to designate a person to act in the Director's behalf and to exercise all of the powers conferred by this chapter.
Except as otherwise specifically provided by law, ordinance or regulation or except as herein otherwise provided, the Planning and Economic Development Director is responsible for the supervision of the Planning and Economic Development Department. Those responsibilities include activities as the Town Supervisor shall assign to such Director. Work is performed under the administrative supervision of the Town Supervisor with a high level of independence to set department policies and establish practices.
A. 
The Planning and Economic Development Director shall keep permanent official records of all transactions and activities of the Planning and Economic Development Department for such periods as required by law. All such records shall be public records open to public inspection during business hours, as permitted by applicable laws, rules and regulations.
B. 
The Planning and Economic Development Director shall annually submit to the Town Board a written report and summary of all business conducted by the Planning and Economic Development Department.
