The Board of Supervisors of East Manchester
Township ("Supervisors") hereby creates the East Manchester Township
Recreation Board ("Recreation Board").
The Recreation Board shall have the following
powers and duties:
A. To equip, supervise, operate and maintain parks, recreation
areas and facilities.
B. To conduct recreation programs.
C. To establish standards, qualifications and salary
schedules, subject to the approval by the Supervisors, for all classifications
of recreation employees and to select, employ and discharge all recreational
personnel necessary in carrying out these duties set forth herein.
D. To adopt such rules and regulations for the conduct
of all business which is regulated, including the standards for the
selection, employment and discharge of all recreational personnel,
as the Recreation Board shall from time to time deem appropriate.
E. To elect a Chairman and Secretary, who shall serve
in those capacities for one year, which election shall occur on the
first regularly scheduled meeting of the Board in the calendar year.
F. The Recreation Board and its executive shall submit
an annual report to the Supervisors, including an analysis of the
community recreation areas, with particular reference to the extent
and adequacy of the program and its effectiveness in view of the public
expenditure involved and the public needs to be met.
G. To submit to the Supervisors no later than September
30 of each year a proposed and requested budget necessary to fulfill
its duties for the following fiscal year, which shall be the same
fiscal year as used by the Township.
H. As necessary, from time to time, to submit a report
to the Supervisors modifying the Township's general plan of parks,
recreation areas and facilities, including recommendations for additional
parks, recreation areas and facilities.
All expenses incurred in the operation of such
parks, recreation areas, facilities and programs shall be payable
from the general Township fund or from recreation funds collected
pursuant to the ordinances of the Township and the Pennsylvania Municipalities
Planning Code, as amended; provided, however, that as the Supervisors shall from
time to time deem necessary, they may levy a special recreation tax
or such other tax as may from time to time be authorized by law for
the purpose of maintaining, equipping and operating the parks, recreation
areas, facilities and programs.
The Recreation Board shall have the power to
recommend to the Supervisors the acquisition and location of properties
for the purposes of parks, recreation areas and facilities, but specifically
shall not have the power to acquire such property, which power remains
vested in the Supervisors as provided by law.
