Any person desiring a trailer permit shall secure an application for a trailer permit from the Zoning Officer of East Manchester Township and submit said application fully completed, setting forth the name and address of the applicant, area to be used for trailer purposes, the plan for water supply and the method of disposal of sewage, garbage and refuse. A fee as set forth from time to time by the Board of Supervisors shall be paid with the application, and, upon receipt of said sum and the application, the Zoning Officer, upon the authority granted by the Board of Supervisors, shall cause an investigation to be made and, if satisfied that the proposed trailer area does not interfere with the health, comfort and safety of its citizens, shall issue a permit for one year. Should the Zoning Officer, upon investigation, find that the health, comfort and safety of the citizens of East Manchester Township will be interfered with, no permit shall be issued.
