If a Corporation Counsel is appointed as an
employee of the city, he shall be appointed for an indefinite term
and shall serve at the pleasure of the Council; he shall be a resident
of the County of Westchester or an adjoining county within the State
of New York; and there shall be a Department of Law, the head of which
shall be the Corporation Counsel, and he shall supervise and direct
the legal affairs of the city; provide legal advice to the Council,
Mayor, City Manager and to all boards, commissions, departments, offices
and agencies of the city concerning any matter affecting the interest
of the city; and shall have such other powers and duties as may be
prescribed by law or the Council.
