Effective January 1, 1993, Illinois Public Act 87-1229 imposes
a requirement that the Circuit Clerk of McLean County apply a percentage
distribution formula for the calculation of funds payable to the Trauma
Center Fund. Said Act also provides that ". . . Counties with a population
under 2,000,000 may, by ordinance, elect not to be subject to this
section." The Circuit Clerk of McLean County has recommended that
McLean County elect not to be subject to this section for the following
reasons: a fragmented accounting system, a lack of clarity in the
distribution procedure, and a potential negative impact on County
revenue. The Justice Committee of the McLean County Board, at its
regular meeting on February 1, 1993, recommended that the County Board,
by ordinance, elect not to be subject to this section.
In accordance with the provisions of Illinois
Public Act 87-1229, the McLean County Board hereby elects not to be
subject to the requirement that the Circuit Clerk of McLean County
apply a percentage distribution formula for the calculation of funds
payable to the Trauma Center Fund.
