The Municipal Council may:
A. License suitable persons as junk collectors to collect,
by purchase or otherwise, junk, old metals, and secondhand articles
from place to place in the City, and no person shall engage in the
business without such license.
B. Require all such collectors and their employees or
agents to display badges upon their persons or vehicles, or both,
when engaged in said business and may prescribe the design thereof.
C. Require that any place, vehicle, or receptacle used
for the collecting or keeping of said articles be examined at any
time by said Municipal Council or its agent.
The Municipal Council shall license suitable
persons to be dealers in and keepers of shops for the purchase, sale
and barter of junk, old metal and secondhand articles, and no person
shall be a dealer in or keeper of such shop without such a license.
No person or persons shall use any building,
enclosure or other structure for the storage, sale or keeping of rags,
wastepaper stock, or other inflammable material without a written
license therefor from the Municipal Council.
No person or persons licensed under this chapter
shall directly or indirectly purchase or receive any of said articles
from a minor or apprentice, knowing or having reason to believe them
to be such.
