There is hereby created a Department of Emergency
Services, the head of which shall be the Director of Emergency Services.
The Department shall have the following Divisions:
B. Division of Fire Services.
C. Division of Emergency Medical Service.
D. Office of Emergency Management.
E. Bureau of Fire Prevention.
The Department of Emergency Services shall administratively
manage all matters of municipal finance, municipal purchases and municipal
personnel for the volunteer organizations, in conjunction with the
Borough Administrator and/or Chief Financial Officer. The Department
of Emergency Services shall have no authority over any funds provided
to the Volunteer Fire Department or First Aid Squad through private
contributions, except to the extent such funds are included in a Rider
J Trust account by the Borough. Other responsibilities of the Department
of Emergency Services and the Director of Emergency Services shall
include but not be limited to the following:
A. Public employee activities as they relate to emergency
services and other personnel.
B. Purchasing of municipal-funded emergency services,
equipment and vehicles.
C. Coordination and implementation of any rules, regulations
or laws that would affect emergency services.
D. Supervision of personnel hired to fulfill operational
duties for emergency service units.
E. Mediation of any activities or disputes involving
the volunteer emergency service organizations when requested by any
organization or Borough Administrator.
F. Planning for the overall development of the emergency
services, including the orderly growth of the paid professional emergency
services personnel in conjunction with the fire company and the First
Aid Squad.
G. Performance of other relevant duties as determined
by the Mayor and Council or Borough Administrator.
The Division of Police shall be responsible
for those powers and duties defined by the Code of the Borough of
Eatontown and existing state law. The Chief of Police shall service
as the Division Manager.
The Division of Fire Services shall consist
of the Eatontown Fire Department. The Chief of the Eatontown Fire
Department shall serve as the Manager of the Division. The Division
of Fire Services shall be responsible for those powers, duties and
responsibilities defined by the Code of the Borough of Eatontown and
existing state law.

A. Established. The Fire Prevention Advisory Committee of the Eatontown
Volunteer Fire Department is hereby authorized and established to
be known as the "Fire Prevention Advisory Committee."
B. Duties of the Committee. It shall be the duty of the Fire Prevention
Advisory Committee to be available to assist, advise and provide counsel
to the duly appointed Fire Official on matters of policy and procedure
affecting the Eatontown Volunteer Fire Department, including but not
limited to offering advice to ensure continuity in transition from
year to year in support of the office of Fire Chief.
C. Organization/membership. The Fire Prevention Advisory Committee shall
consist of no more than eight members. The Committee shall consist
of former Fire Chiefs of the Eatontown Volunteer Fire Department as
follows: Four of the Committee members shall be appointed by the Borough
Council to serve two-year terms; one Committee member shall be appointed
at-large to serve a one-year term. In addition to the five appointed
members, the current Fire Chief, the current First Assistant Fire
Chief of the Eatontown Volunteer Fire Department and the Borough Fire
Official shall serve as Committee members.
D. Structure and governance. The Fire Prevention Advisory Committee
shall have the power to adopt bylaws and elect a Chairperson and Vice
Chairperson. The Chairperson and Vice-Chairperson shall be elected
from the four two-year-term Council appointees.
E. Meeting with governing body. There shall be, at minimum, a quarterly
meeting of the Fire Prevention Advisory Committee (or designated representatives
thereof), the Director of Public Safety, the current Chief of the
EVFD (or designated representative) and the Mayor (or designated representative
thereof) to discuss all relevant Fire Department issues.
The Division of Emergency Medical Services shall
consist of the Eatontown First Aid Squad that shall be limited to
volunteer members who belong to the Eatontown First Aid Squad. The
Captain of the Eatontown First Aid Squad shall serve as the Manager
of the Division and shall maintain command authority at EMS incidences.
No person shall hereafter become an active member of the Department
of Emergency Medical Services Division unless the person meets all
conditions and qualifications defined by the Code of the Borough of
Eatontown and the laws of the State of New Jersey.
The Office of Emergency Management shall exist
pursuant to N.J.S.A. App. A:9-40.1 et seq. and Executive Order No.
101 in the Department of Emergency Services, and there shall be a
Coordinator of Emergency Management appointed by the Mayor and Council.
The Coordinator of Emergency Management shall be responsible for planning,
coordinating, directing and control of emergency management operations
and shall serve as the Division Manager. All Departments of the Borough
of Eatontown shall cooperate with and assist the Office of Emergency
Management.
As part of the Eatontown Fire Department, the
Bureau of Fire Prevention shall be under the direct supervision and
control of the Fire Official as set forth more fully in the Code of
the Borough of Eatontown and shall report to the Chairman of the Fire
Prevention Board except for matters of municipal finance, municipal
purchases and municipal personnel. For those matters, the Bureau shall
be accountable to the Director of Emergency Services and the Fire
Official shall serve as Division Manager.
