Notwithstanding any other provision of this Code to the contrary,
the provisions of this Part 1 shall apply to all land development
activities, as defined in this Part 1.
No land development activity shall be permitted without an erosion
control permit. No such erosion control permit shall be granted unless
the applicant has submitted an SWPPP consistent with the requirements
of this Part 1. The SWPPP shall meet the performance and design criteria
of this Part 1. The approved SWPPP and erosion control permit shall
be consistent with the provisions of this Part 1.
