The following rules and regulations apply to all parks, fields and land under the control and care of the Village of Green Island.
A. 
No person shall enter or exit any Green Island park except through designated areas.
B. 
Hours.
(1) 
All Green Island parks shall normally be opened daily to the public during the specific hours posted at each area. It shall be unlawful for any person or persons (other than Village of Green Island personnel conducting Village business) to occupy or be present in any Green Island park during any hours in which a Green Island park is not open to the public without written authorization from the Mayor or Board of Trustees of the Village of Green Island.
(2) 
Any section or part of a Green Island park may be declared closed to the public (motor vehicle and/or pedestrian traffic) by the Mayor, Board of Trustees of the Village of Green Island, any Village of Green Island police officer or the head of the Department of Parks and Recreation of the Village of Green Island at any time and for any interval of time, either temporarily or at regular or stated intervals.
C. 
No person shall dump, deposit or leave any bottles, broken glass, ashes, paper, boxes, cans, dirt, rubbish, waste, garbage or refuse or other trash in any Green Island park. No such refuse or trash shall be placed in any waters in or contiguous to any Green Island park or left anywhere on the grounds thereof, but shall be placed in the proper receptacles where these are provided. Where receptacles are not so provided, all such rubbish or waste shall be carried away from the park by the person or persons responsible for its presence and properly disposed of elsewhere.
D. 
No person shall willfully mark, deface, disfigure, injure, tamper with, displace or remove any buildings, bridges, tables, benches, fireplaces, railings, paving or paving materials, waterlines or other public utilities or parts thereof, signs, notices or placards, whether temporary or permanent, monuments, stakes, posts or other boundary markers or other structures or equipment, facilities or Green Island park property whatsoever, either real or personal.
E. 
No person shall cook or picnic in a place other than those designated for that purpose. No person cooking or picnicking shall leave the picnic area before a fire is completely extinguished and before all trash in the nature of boxes, paper, cans, bottles, garbage and other refuse is placed in the disposal receptacles where provided. Where no such trash receptacles are available, refuse or trash shall be carried away from the park area by the picnicker to be properly disposed of elsewhere.
F. 
It shall be unlawful for any person in any Green Island park to breach or disturb the peace or commit other disorderly conduct offensive to the general public, endanger the safety of any person by such conduct or act commit assault or battery or engage in fighting or violate any rule for the use of the Green Island parks or prevent any person from using any Green Island park or any of its facilities or interfere with such use in compliance with these rules and regulations. No person shall carry, possess or drink any alcoholic beverage within any Green Island park without written authorization from the Mayor or Board of Trustees of the Village of Green Island. No person shall be drunk in any Green Island park.
G. 
No person shall drive or park any motorized vehicle within any Green Island park, except upon a street, driveway or parking lot, or park or leave any such vehicle on any place other than one established for public parking. All operators of motor vehicles shall obey the regulatory signs unless otherwise directed by a police officer or other person in charge of Green Island parks. No person shall willfully obstruct the passage of vehicles within Green Island parks. Whenever any group, association, organization or individual desires to use Green Island park facilities for a particular purpose, such as picnics, parties, parades, games, fairs, carnivals, bazaars, concerts, gifts or solicitation, a representative of such group, association, organization or individual shall first obtain a written permit from the Mayor or Board of Trustees for such purpose.
H. 
No person shall vend, sell, peddle or offer for sale any commodity or article within any Green Island park without written approval from the Mayor or Board of Trustees of the Village of Green Island.[1]

I. 
No person shall place any commercial signs or announce, advertise or call to the public attention in any way any articles or services for sale or hire in any Green Island park without prior written approval from the Mayor or Board of Trustees of the Village of Green Island.
J. 
No person shall have in his or her possession any weapon, firearm, fireworks or other explosive in any Green Island park except duly appointed peace officers without prior written authorization from the Mayor or Board of Trustees of the Village of Green Island.
K. 
No person shall bring any animal into any Green Island park. No person may hunt, shoot or trap any animals or birds within any Green Island park.
L. 
All persons within Green Island parks shall obey the lawful directions of regulatory signs, police officers or other persons in charge of the Green Island parks. No person shall engage in special activities, including flying model airplanes, golf practice, ice skating, games and picnics, except at locations specifically designated for such activities by the Mayor or the Board of Trustees of the Village of Green Island.
Whoever violates any of the rules and regulations for Green Island parks shall be punished by a fine of not less than $25 and not more than $250, to be paid to the Treasurer of the Village of Green Island and credited to the General Fund of the Village of Green Island.
A. 
It shall be the duty of the Police Department to enforce the provisions of this chapter.
B. 
If a violation of this chapter shall occur in the presence of a police officer, he shall issue an appearance ticket as set forth in §§ 150.10 through 150.75 of the Criminal Procedure Law, and if such violation shall not occur in the presence of an officer he shall issue an appearance ticket as set forth in §§ 150.10 through 150.75 of the Criminal Procedure Law based upon a written statement by the complainant.
