The provisions of this chapter shall be enforceable only if they are invoked and made effective by proclamation of the Mayor or, in his absence, by the President of the Council or Acting Mayor.
No person shall use any water obtained from the municipal water system except for vitally necessary purposes. Such water shall not be used for the watering of lawns, streets or other places, public or private, during the months of June, July, August and September, except as provided in the implementing proclamation set forth above.[1]

This chapter shall be liberally construed as intended to conserve water and advance the public health and welfare, to provide and keep in reserve sufficient water for fire-fighting purposes or other emergency and to provide an available supply thereof to meet daily minimum requirements of each consumer.

Any person who violates any provision of this chapter shall, upon conviction thereof, be punished by a fine not exceeding $1,000 or by imprisonment for a term not exceeding 90 days, or both, in the discretion of the court.
