No person shall park a vehicle at any time in or on any public park or playground except at officially designated parking areas.

a. 
The following parking lots are defined as "municipal park parking lots":
(1) 
Colonial Court Parking Lot (south end of Votee Park).
(2) 
North Gaylord Park Parking Lot (Belle Avenue north of Route 4).
(3) 
Votee Park Parking Lot (Palisade Avenue, South of Court Street).
(4) 
Richard Rodda Community Center Building Parking Lot (easterly side of Richard Rodda Community Center Building, north of Route No. 4 and west of Queen Anne Road).
(5) 
Hawthorne Park Parking Lot (Glenwood Avenue and Lindbergh Boulevard).
b. 
No one shall park a vehicle in any municipal park parking lot unless that person is utilizing the facilities of the park for a recreational purpose or visiting an adjacent municipal facility for a specific purpose.
c. 
The speed limit in the lots defined in Subsection a above is 10 miles per hour.
