To ensure the proper operation of all boilers and heating equipment
in the Township for the safety and welfare of the public, the owner,
lessee or person in occupancy or possession of any building used for
assembly occupancy, educational occupancy, high-hazard occupancy,
industrial occupancy, institutional occupancy, mercantile occupancy,
multifamily dwelling houses with four or more family units, and all
buildings to which the public may have access shall, at least once
each year, cause an inspection to be made of the heating boilers,
heating equipment and their controls in such building or premises,
by a certified boiler inspector. The report of such inspector, together
with his findings and recommendations, if any, shall be filed with
the Chief of the Fire Department.

The inspector's report filed with the Chief of the Fire Department
shall give the following information:
(a) The name and resident address of the owner, lessee or person on whose
behalf the inspection was made.
(b) The date of the inspection.
(c) The findings of the inspector as a result of the inspection.
(d) The recommendations, if any, made by the inspector to ensure the
safe and proper operation of the equipment so inspected.
(e) A certificate of the condition of the equipment at time of the inspection.
(f) The name, resident address and license number of the inspector who
made the inspection.

After the inspector's report is received by the Chief of the
Fire Department and all requirements of this chapter have been complied
with, the Chief of the Fire Department shall issue to the owners or
users of such boilers an operating certificate stating that this chapter
has been complied with. The owner or user shall display this certificate
in a conspicuous place in the immediate vicinity of the boilers. This
certificate shall be valid for a period of one year from the date
issued.

Upon the failure of any person to obtain and file the inspection
report required by this chapter, the Chief of the Fire Department
or any person designated by him may make the inspection required by
this chapter, and the cost of making such inspection shall be charged
to the person whose obligation it was to have such inspection made.

Upon the failure of any person to obtain the inspection required
by this chapter or upon the failure of any person to comply with the
recommendations of the boiler inspector for the safe operation of
the boilers, heating equipment or their controls, the Chief of the
Fire Department is hereby empowered to order and compel the shutdown
and extinguishment of all fires in the boilers and heating equipment
of the premises affected until full compliance with the provisions
of this chapter is made and the recommendations made by the inspector
for the safe operation of the equipment are complied with.

In any public building or multifamily house of four families
or more, a complete set of instructions recommended by the manufacturer
of the boilers or heating equipment, regarding the proper method of
shutting down or disconnecting the equipment in the event of any mechanical
failure, shall be displayed in a conspicuous place in the boiler room.

No person shall interfere with the Chief of the Fire Department
or other persons designated by him in making inspections, or fail
to carry out the order of the Chief in shutting down and extinguishing
of fires, as provided in this chapter.

Every day that a person fails to have an inspection made as
required by this chapter or fails to shut down any fire in any boiler,
as ordered by the Chief of the Fire Department, shall be deemed to
be a separate violation of this chapter and shall subject such person
to a separate penalty for each violation. The imposition of one penalty
for any violation shall not excuse the violation or permit it to continue.
