The heretofore created and established existing Teaneck Police
Department is hereby, pursuant to the provisions of N.J.R.S. 40A:14-118,
continued as an executive and enforcement function of the Teaneck
municipal government.

The Police Department shall be under the direction and authority
of the Township Manager who, pursuant to N.J.R.S. 40:82-4, Subdivisions
a, c and d, is the appropriate authority referred to in N.J.R.S. 40A:14-118.

The personnel of the Police Department shall consist of such
superior officers, police officers, clerks, dispatchers and other
personnel as shall be determined by the Township Council's appropriation
of funds in the annual budget.

The Township Manager shall appoint a Chief of Police who shall
be directly responsible to the Township Manager for the efficiency
and routine day-to-day operations of the Police Department. The Chief
of Police shall, pursuant to rules and regulations adopted, promulgated
and amended by the Township Manager:
(a) Administer and enforce the rules and regulations and special emergency
directives promulgated by the Township Manager for the disposition
and discipline of the force and its officers and personnel.
(b) Have, exercise and discharge the functions, powers and duties of
the force.
(c) Prescribe the duties and assignments of all subordinates and other
personnel.
(d) Delegate such of his/her authority as he/she may deem necessary for
the efficient operation of the force to be exercised under his/her
direction and supervision.
(e) Report at least monthly to the Township Manager in such form as shall
be prescribed by the Manager on the operation of the force during
the preceding month and make such reports as may be requested by the
Township Manager.

The Township Manager shall, from time to time, as in his/her
judgment may seem necessary, adopt, promulgate and amend rules and
regulations for the government of the police force and for the discipline
of its members. Said rules and regulations shall provide for their
enforcement and for penalties for their violation. All Police Department
members shall be subject to such rules, regulations and penalties
adopted, promulgated and amended by the Township Manager.

(a) The Township Council and its individual members shall act in all
matters relating to the Police Department and police function as a
body ,and only through the Township Manager.
(b) Nothing herein contained shall prevent the Township Council from
appointing committees or commissions of its own members or citizens
to conduct investigations of the operation of the Police Department,
and the delegation to such committees or commissions of such powers
of inquiry as the Township Council deems necessary.

Nothing herein contained shall infringe upon or limit the power
and duty of the Township Manager to act to provide for the health,
safety and welfare of the Township of Teaneck in an emergency situation,
through special emergency directives.
