There is hereby established a Fire Department in the Township,
which shall consist of a regular uniformed force employed and paid
for the purpose of fire prevention and fire extinguishment.

The Fire Department shall be under the direction and supervision
of the Chief of the Fire Department.

The uniformed personnel of the Fire Department, which shall
not exceed a total of 92 individuals, shall consist of a Chief of
the Fire Department, not more than two Deputy Chiefs, not more than
four Battalion Chiefs, not more than five Captains, not more than
19 Lieutenants, and such number of firefighters as not to exceed a
total of 92 uniformed personnel in the Fire Department.

The Township Manager shall prepare and submit to the Township
Council a manual or set of rules for the administration, control and
discipline of the Fire Department and all the members thereof. Upon
approval by resolution of the Township Council, such manual shall
go into effect, and a copy thereof shall be furnished to every member
of the Fire Department.

There is hereby established in the said Fire Department a schedule
of actual duty for the members thereof of an average of 42 hours per
week in an eight-week cycle, except as otherwise provided in this
division.

All members of the paid Fire Department shall be assigned to
platoons of equal size, such platoons to be known as "Platoon A,"
"Platoon B," "Platoon C" and "Platoon D." These assignments shall
be made by the Chief of the Fire Department and approved by the Township
Manager.

(a)
The tours of duty for employees who work a 10/14 schedule shall be
as follows:
(1)
Two
tours of day duty, 8:00 a.m. to 6:00 p.m. for two days.
(2)
One
twenty-four-hour period off duty.
(3)
Two
tours of night duty, 6:00 p.m. to 8:00 a.m. for two nights.
(4)
Three
twenty-four-hour periods off duty.

Then the cycle shall be repeated for an eight-week period to
average 42 hours on duty per employee.

(b)
The tours of duty for employees who work a 24/72 schedule shall be
as follows:

In times of emergency, the Chief of the Fire Department or the
Deputy in charge thereof during the absence of the Chief, with the
approval of the Township Manager, may suspend the platoon system and
recall as many members of the off-duty platoons as would be required
to cope with the emergency. Any member of the paid Fire Department
on duty during such an emergency shall receive during the next 12
months in which such emergency occurs the number of hours free from
actual duty, deducted from such 42 average hours, equal to the number
of hours in excess of an average of 42 hours per week in any eight-week
cycle, which he shall have earned during such emergency.

The actual duty schedules for employees who work the 10/14 schedule
and the 24/72 schedule shall be on file with the Chief of the Fire
Department.
