Colden by dividing the territory thereof into certain districts and
prescribing regulations for buildings or other structures and the
use of land therein. The comprehensive zoning plan, set forth in the

(5) To enhance the environment by the conservation of certain open land
or wetland areas which possess certain desirable or unique characteristics
worthy of preservation.

parks, schools and other public requirements, including the transmission
of power.
