Regular meetings of the Council of the Borough of Ligonier shall
be held on the second Thursday of each month at 8:00 p.m., Eastern
standard time or Eastern daylight saving time, depending upon the
standard of time in general use in the Borough at the time.

Special meetings of the Council may be called by the President
of the Council or, in his absence, by the Vice President thereof,
whenever he shall deem it expedient. In any case where the President
or the Vice President of the Council shall refuse to call a special
meeting of the Council, the Borough Secretary may call a special meeting
upon the written request of 1/3 of the members of the Council. At
a special meeting, no business may be considered or transacted except
that for which the meeting was called.
The Council may adjourn a session to any time agreed upon by
a majority of the members, a quorum being present, at which adjourned
meeting all business may be transacted.
All meetings of the Council shall be held in the Council Chamber.

A. The standing committees of the Council shall be as follows:
B. Each standing committee shall be appointed by the President of the
Council as soon as possible following the organization of the Council.
Every standing committee shall consist of three members, the first
named to be Chairman and the second named to be Vice Chairman.
Special committees may be appointed by the President of the
Council as occasion may require or as the Council may direct.
The order of business at the meetings of the Council shall be
as follows and shall be announced by the President:
C. Presentation of petitions, remonstrances, communications, memorials,
etc.
D. Report of the Secretary, incorporating:
(1) Reports of standing committees.
(4) Report of the Tax Collector.
(5) Reports of special committees.
F. Unfinished business from previous meetings.
H. Recognition of visitors.

Parliamentary practice as set forth in Robert's Rules of
Order shall govern all meetings of the Council in which the same is
not inconsistent with any of the foregoing rules or with any provision
in the laws of the commonwealth applicable to meetings of the Borough
Council.
