The streets or parts of streets described in Schedule XX (§
145-68) are hereby designated as parking meter zones, subject to the provisions of this article, and parking meters shall be installed and parking meter spaces designated and marked on them.

A. The installation, regulation, control, operation and use of the parking
meters provided for in this article shall be carried out by such officers
or employees of the Borough as the Council may select, and said officers
or employees shall maintain said meters in good workable condition.
B. Charges.
(1) Each parking meter shall be so set as to display a signal showing
legal parking upon the deposit of the following amounts for the following
times and upon operation of said meter:

(a)
The meter rates for vehicles parking in the municipal parking
lots located on North Market Street, Pine Alley and South Market Street
shall be $0.25 for each thirty-minute time period.
(b)
All other metered parking locations in the Borough of Ligonier
shall have meter rates as follows:

Free for the initial fifteen-minute time period when meter is
operated to register said free time period.

For each thirty-minute time period thereafter: $0.25.
(c)
The monthly parking rates for parking permits in the municipal
parking lots are established as follows:

For the North Market and Church Street lot designated as Lot
A: $55 per month.
[2]
For the Pine Alley parking lot designated as Lot C: $45 per
month.
[3]
For the South Market Street lot designated as Lot B: $35 per
month.

The Borough Council shall establish by rules and regulations
the number and location of permit parking spaces in each lot and the
days and hours during which the parking permits are valid.
(d)
The monthly parking rates for a metered street parking permit
restricted only to a Ligonier Borough resident who has no off-street
parking at his or her residence are as follows:

Thirty-five dollars per month with a discount of 10% if paid
one year in advance.

Twenty-five dollars per month for a Ligonier Borough resident
over the age of 70 years with a discount of 10% if paid one year in
advance.
(2) A reserved meter bag may be obtained from the Police Department or
Borough Office under rules and regulations established by the Borough
Council for the rate of $5 per day with at least a twenty-four-hour
prior request to the Police Department or Borough Office.

C. Each meter shall clearly set out and continue in operation from the
time a coin is deposited until the expiration of the time paid for
by the deposit of such coin. Each meter shall also be so arranged
that upon the expiration of said parking limit, it will indicate by
an appropriate visual signal that the lawful parking period as herein
fixed has expired.
When any vehicle shall be parked in any space alongside of or next to which there is located, under this article, a parking meter, the owner, operator, manager or driver of said vehicle shall, upon entering said parking space, immediately deposit the appropriate coin, as set forth in §
145-30B and as marked or indicated on said meter by a notice or sign, in the parking meter alongside of or next to said parking space, and said parking space may then be used by such vehicle during the parking limit so paid for, as herein provided. If said vehicle shall remain parked in any such parking space beyond the parking limit fixed by any ordinance of the Borough in force for such parking space, the parking meter shall display a sign showing illegal parking, and in that event, such vehicle shall be considered as parked overtime and beyond the time fixed by such ordinance, and the parking of vehicle overtime and beyond the period of time fixed now or hereafter by any ordinance of the Borough in any such part of a street where any such meter is located shall be a violation of this article and punished as hereinafter provided. It shall be unlawful for any person to cause, allow, permit or suffer any such vehicle registered in his name to be parked overtime or beyond the lawful period of time as above described.
It shall be unlawful and an offense for any person to permit
a vehicle to remain or be placed in any parking space alongside of
or next to which any parking meter is placed while said meter is displaying
a signal showing that such vehicle shall have been already parked
beyond the period of time for which the coin or coins deposited permitted
such vehicle to be parked.

Any vehicle parked in any parking space in a parking meter zone
shall be parked wholly within the parking meter spaces marked off
and designated on the street and/or curb, upon the cartway of the
street and not across or beyond such parking space boundary lines
or marks nor upon any curb or sidewalk; with the exception that a
truck or other vehicle which cannot be parked wholly within one parking
meter space may occupy the number of spaces needed, provided that
payment is made for all meters or portions thereof used by it, as
heretofore provided. Any vehicle parked in any municipal parking lot
space or in any parking space surrounding the Diamond shall be parked
"HEAD IN ONLY" with the front of the vehicle facing the parking meter.
It shall be unlawful and a violation of this article for any
person to deface, injure, tamper with, open or willfully break, destroy
or impair the usefulness of any parking meter installed under the
terms of this article, provided that this shall not prohibit the authorized
opening or working upon any parking meter by any Borough officer or
employee.

With the exception of the parking meters in the municipal parking
lots, each parking meter shall be in operation, and the provisions
of this article regulating such operation shall be in force between
the hours of 9:00 a.m. and 5:00 p.m. on weekdays and Saturdays with
the exception of legal holidays set forth herein. Each parking meter
in the municipal parking lots shall be in operation 24 hours daily.
excluding the time between 12:00 midnight Saturday and 12:00 midnight
Sunday, with the exception of the legal holidays set forth herein.
The legal holidays applicable in this section are New Year's Day,
Martin Luther King Day. Presidents' Day, Good Friday, Memorial Day,
Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving
Day and Christmas Day.
It shall be the duty of the police of the Borough to make a
report to the Mayor designating the parking meter where any violation
of this article occurs, the license number of the vehicle involved
in such violation, the time when such vehicle was parked in violation
of any of the provisions of this article, and any other facts which
may be necessary in order to secure a clear understanding of the circumstances
attending such violation. The police officer making such report shall
also attach to every such vehicle a notice that such vehicle was parked
in violation of this article, which notice shall contain instructions
to such owner or operator to report to the office of the Mayor within
48 hours of the time when such notice was given or attached to the
vehicle and pay the fine set forth on the notice. In lieu of such
payment to the office of the Mayor, such owner or operator may deposit
the amount of the fine in the courtesy box attached to certain meters,
along with the notice of violation posted on the vehicle.
